Tweet Earthquake Dispatch Seminar
In recent years, the U.S. has faced the 2011 5.8 magnitude (M) Virginia earthquake, the 2012 5.3M in Central California, and the 2012 4.3M in Kentucky. When these earthquakes occur without warning, USGS scientists quickly receive and review data to provide accurate information to emergency responders and keep the public informed. The USGS uses social media to help increase the amount of data received from an event to improve the understanding of the effects of earthquakes on local communities.
Since 2009, the USGS has been running a prototype project called Tweet Earthquake Dispatch (TED). As people have increased their use of Twitter to share their earthquake experiences, TED has been able to provide USGS scientists with a heads up based off what people are tweeting—sometimes prior to receiving the data from scientific instrumentation.

People in a trauma-induced crisis sometimes react to in ways that may appear threatening to a law enforcement officer. If an officer fails to recognize this as trauma-based or mental health-related behavior and does not safely de-escalate the situation he may instead rely on a force response; which only compounds the trauma to both parties. To date, the field of police reform has failed to focus on the full scope of the problem in developing solutions – the trauma experienced by police officers and its contribution to force-based community interactions. In a profession with the highest suicide rate of any other, untreated trauma within law enforcement affects not just officers, it extends to interactions with co-workers, family members, and the community. Officers living with untreated depression, trauma, anxiety, and PTSD[1] are four times more likely to self-report engaging in violence in the home and twice as likely to use excessive force on duty. Peer support programs are a critical lifeline for officers but can no longer be passive lifelines; the field has to address officer trauma, health, and wellness with the rigor of any other population health epidemic; or perhaps even greater, given that officer wellness is interconnected with community wellness, fair and just interactions, and that officers who understand, address, and receive quality healthcare for their exposure to trauma are more likely to recognize it in others and have fewer incidences of misconduct and excessive force within the communities they serve.

On-scene commanders make decisions in the high-threat law enforcement context of hostage rescue, armed barricaded suspects, and armed suicidal individuals that can result in successful or catastrophic outcomes. The OpTac International Critical Incident Leadership and Decision-Making Program is based on Dr. Stuart A. Meyers’ research published in the books, High-Threat Decisions: When It’s a Matter of Life and Death and SWAT Operations and Critical Incidents: Why People Die. Presentations describe the experience and methods of making decisions in these and other high-threat environments. Areas addressed in this program include learning strategies that could better prepare commanders and organizational leaders in the processing of information, while optimizing speed and accuracy in decision-making, along with an analysis of contextual and hierarchy leadership, contemporary command decision-making, and practical applications for incident management.
Particular attention is paid to the role of adaptive expertise in decision-making and understanding how mental models of recurring patterns necessary for effective situational assessments are created and subsequently retrieved. This process includes asking strategic questions to obtain actionable intelligence for making sound decisions when information is not readily provided. Additionally, new predictive analytics, high-threat decision-making and critical incident pattern recognition models are presented. The program’s goal is to make communities and law enforcement personnel safer. The cost to attend this special event is $499.00 per person.

See how Thomas built up a visitation app when the pandemic started in 2020, using virtual visiting kiosks were implemented to allow for visitation during difficult times. While these kiosks served a purpose, in-person visits were found to be more effective for health and well being of inmates which, in turn, reduced tension in the facility.
The challenge with resuming in-person visits was that the intake, approval, and verification process was so time consuming visitors were often forced to wait hours, sometimes a full day, to actually get in. The solution? A clever ‘Visiting’ Appscript to smooth the way. In this training course, Michael Bourke, Ph.D., PLLC, combines findings from recent research with insights gleaned from his years as a treatment provider and polygraph examiner for the federal prison system and from the more than 13 years he spent as head of the United States Marshals Service’s Behavioral Analysis Unit. After completing this course, participants will more completely understand what motivates sexual violence, the etiology of deviant predilections, diagnostic issues (e.g., paraphilias), the primary motivational pathways underlying sex crimes, and risk-related considerations. Jail correctional officers, prison staff, and juvenile staff work inside facilities where operations are governed by policies and procedures. All staff, both sworn and non-sworn, must keep a step ahead of the inmates and their con-games and schemes. Inmates will attempt to circumvent corrections staff authority and create cracks in the security network.
While officers and staff may think that all is well and operations are running smoothly, inmates devise very subtle ways to pull ‘fast ones’ on us. The inmate’s main tool is manipulation.
This presentation will discuss ways that staff can combat this, learn how inmates ‘do time;’ learn to resist inmate manipulation and how to maintain and not cross professional boundaries. Actual case studies that have resulted in inmates winning and staff losing will be closely examined.

In 2012 the state of Georgia faced a significant budget crunch. Needing to slim down expenses, the State Board of Pardons and Paroles offered a radical proposal to the governor: they would do away with a significant amount of office space and move to a nearly fully remote team. The State Board of Pardons and Paroles remains a state agency. The Dept. of Community Supervision is a separate agency created in 2015 to supervise offenders in the community.

This webinar will cover the basics of the Security Assessment and Authorization (SA&A) process, generically and using the industry standard NIST 800:53. It will also cover the main SA&A deliverables and reports and what they are used for, and SA&A formulas and procedures for assessing assets, the current security posture, vulnerabilities, and the four threat scenarios we aim the protect against. A short discussion on insider threats will be given to provide an understanding of how this threat is a derivative of the common threat scenarios and how it is mitigated through certain security controls and the security assessment tool, TIGIR, will be used to demonstrate some of the more complex deliverables. Other standards and assessments, such as SOC 1,23, ISO 27000 series, CMMC and others will also be explained. Attendees will leave with a working knowledge on develop the scope and how to perform a security assessment and the NIST standard, as well as an understanding of other industry standards, and common terms and deliverables in Security Assessments.

The IJIS Institute is excited to announce an upcoming XML training, scheduled for January 30th, 2023, from 1:00 pm to 3:00 pm (EST). The training—XML Basics for NIBRS—is designed to help law enforcement agencies, their technology service providers, and state Uniform Crime Reporting (UCR) Programs improve the process for transmitting reported crime data.
As you know, the FBI transitioned law enforcement crime data reporting to the National Incident-Based Reporting System (NIBRS), thereby establishing NIBRS as the crime reporting standard for the Nation. The traditional format in which NIBRS data have been transmitted—from local law enforcement agencies to state UCR Programs, and from state UCR Programs to the FBI—has been the flat file. Given that the flat file existed at the onset of NIBRS, technology service providers, law enforcement agencies and UCR Program Managers are accustomed to reading and troubleshooting flat file issues that prohibit submission or result in errors due to file formatting.
As the number of NIBRS-reporting agencies has increased rapidly over the past five years, the FBI and state UCR Programs have moved to XML submissions as the preferred format. While technically the XML file is easier to read and understand, there can be a steep learning curve for those who have not been trained in XML concepts.
This training will familiarize participants with how to read and understand XML for the NIBRS data submissions. Tom Carlson of Tom Carlson Consulting is providing this XML Basics Training to help UCR Program Managers and others understand the FBI NIBRS XML structure, the layout of fields, and the differences between schema and field-level errors. There will be a live question-and-answer period at the conclusion of the recorded training presentation.
This training is supported by funding from the Bureau of Justice Statistics (BJS) through cooperative agreement 2017-BJ-CX-K054, the National Crime Statistics Exchange (NCS-X) Technical Assistance and Implementation Support Project. A conversation with Dr. John Balbus, Interim Director, Office of Climate Change and Health Equity Climate can have significant impact on human health.
It has been shown that certain diseases flourish in wet environments, and we see that flu season ramps up as we go into winter. But the relationship between climate and health is greater than we think. Wildfires have been shown to increase air pollution, flooding, as has been shown in the recent Hurricane Ian, to cause issues related to clean water and other waterborne diseases. Higher temperatures, particularly in the urban environment, is detrimental to an aging society. We have also experienced how climate change can cause stresses on food production to where a healthy diet is difficult to sustain, particularly in disadvantaged communities in our cities and around the world. The question we ask is what can be done to reduce and even eliminate the impact of climate on our health as well as inequities in solutions we apply.
Our guest, Dr. John Balbus, has been dealing with the health of the nation for many years. He has extensive experience in the connection between climate and health, even serving as the HHS Principal to the U. S. Global Change Research Program. His work connecting the dots between mitigating the impacts of climate and environment on health is known worldwide. Description: The increase in opioid-related mortality continues to escalate resulting in a worsening of the national crisis. Deaths due to prescription opioids, and more recently non‐prescription opioids, have accounted for much of the increase. CDC Provisional data indicate in a 12‐month period ending in September 2021, over 104,000 Americans died from drug overdoses, with estimated 78,388 deaths related to opioids. An average of 215 opioid-related deaths per day. The largest number ever recorded to date.
Progress against this crisis requires balanced information, education, increased awareness, and policy changes to enhance safety for all individuals at risk.
Utilization of a real-world evidence database with the evaluation of patients at risk of opioid-induced respiratory depression (OIRD) can be applied to health systems to identify those at risk. Implementation of criteria could potentially result in savings to the overall healthcare system.
After this presentation, attendees will be able to:

MGT-315 – Critical Asset Risk Management
The Critical Asset Risk Management course teaches the critical components of risk management and provides participants the basic fundamentals of determining and mitigating risks associated with their critical infrastructure. Through a combination of lecture, facilitated discussion, and group activities, participants will learn how threats, vulnerabilities, and consequences determine risk and are given an opportunity to practice the fundamentals of conducting vulnerability assessments by conducting on-site assessments of select local facilities. Additionally, they will identify potential mitigation measures associated with their findings and work together to develop and present a risk assessment report.

This course provides a strong emphasis in developing a multi-discipline, whole-community team approach to planning, preparing, responding, managing and recovering from an event involving Chemical, Biological, Radiological, Nuclear or Explosive (CBRNE) agents, a coordinated complex terrorist attack (CCTA), or an active shooter/hostile event (ASHE). To reinforce this multi-discipline team approach, participants should optimally be from fire services, law enforcement, Emergency Medical Services (EMS)/hospital, public health, public works, and emergency management organizations.
